You can easily update tax rates by state (not by municipality, county, etc.) with your Tax Rate Editor. 

Your shopping cart will charge the corresponding tax for online orders IF:

• The ship to address is in a state that you entered a tax rate for
  AND..
• You have NOT tagged the customer as Tax Exempt
